In order to thoroughly study and implement the spirit of General Secretary XI Jinping’s important speech during his inspection of Shanghai, as well as his important instructions and requirements for Shanghai, SPI strives to build a high-quality and professional cadre team capable of shouldering the heavy responsibility of modernization. From May 6 to 10, the Organization Department of CPC Shanghai Municipal Committee and Shanghai Party Institute of CPC (SPI) held the first special training course for newly-appointed leading cadres to perform their duties. That was the first time to organize general education training for newly-appointed cadres that focused on performing duties.

A feast of high-quality teaching content

For newly-appointed leading cadres, it is crucial to take the first step correctly and have a good start. In order to help trainees successfully complete the transformation of responsibilities and improve their abilities after taking up new posts, the Organization Department of CPC Shanghai Municipal Committee and SPI carefully designed the curriculum, focusing on both theories and practices. Leading expert cadres in relevant fields were invited to focus on practical problems and work cases to design course content based on the job needs of newly-appointed cadres, and set up interactive sessions in each class to help participants address difficulties, pain points and bottlenecks during duty performance.

An “8+1+1+1” training system has taken shape in this session. It has eight special courses on Party discipline and Party building, finance, tax and auditing, complaint letters and visits, confidentiality, public opinion, etc. The trainees forum on Properly Treating Power, Political Achievements and Career, the group discussion on Improve the Ability to Perform Duties and Be a Good Team Leader and an interesting trainees salon all reflect the characteristics of high knowledge density, high theoretical density, and high training intensity. It was evaluated by the trainees as a feast of high-quality teaching content with valuable experience.

Keep responsibilities in mind and go ahead steadily

At the closing ceremony of the training class, ZENG Jun, Executive Vice President of SPI, and the participants had in-depth exchanges on how to improve their ability to perform duties. Starting with the explanation of the Chinese character “责” (responsibility), ZENG Jun gave an interesting Party lesson. The character “责” is composed of three horizontal lines, one vertical line, and “贝” (money). The three horizontal lines represent safety responsibility, clean governance responsibility, and development responsibility from bottom to top. Leading cadres should not only safeguard the bottom line of safety and build a solid defense line for discipline but also promote high-quality progress of work. The vertical line running through the three horizontal lines represents “people”, meaning that cadres are the decisive factor. Leading cadres should take discovery, training, and use of talents as their main responsibility and establish a correct principle for personnel use to train excellent reserve cadres for the Party and the country. “贝” that represents personal interests should be placed at the bottom. Personal interests can’t override job responsibilities. We should always put public interests first and be a loyal, clean, responsible and honest cadre. Only with “responsibility” in mind can we move forward steadily, make new contributions, and achieve greater success.

After getting recharged and empowered, we boost confidence and start again

More than 90 participants from all walks of life citywide learned ideas and skills and had in-depth exchanges together. They had an unforgettable learning time and truly achieved high-level learning and profound understanding through linking theories with practices, in-depth exchanges and mutual learning. When summarizing the exchanges, the participants said that the five short days were an important recharge to life. They have refined ideology, further enhanced theoretical knowledge, and become more clear-headed and firm in mind. The training session helped participants improve their mental states, temper the Party spirit, and stick to their original aspirations. It enabled them to improve capabilities and skills, timely make up for the shortcomings, and enhance their ability and confidence to perform duties. It broadened the vision of participants, and gave them a sense of urgency and mission. It encouraged them to become absolutely loyal in politics, actively assume the responsibilities as public servants, and cultivate the selfless spirit and the entrepreneurship of forging ahead. One training session will benefit the participants all their lives. The participants should transform what they have learned from the training into the wisdom and ability to do things and start businesses, and make greater contributions to the construction of Shanghai’s “five centers” and accelerate the construction of a socialist modern international metropolis with a more vigorous and enterprising spirit.
