    2008年度举办国际会议计划安排

    关于举办第四届中韩两国地方行政学院学术论坛的通知



        根据上届会议组织者的提议及履行的交接,拟定于今年9月由中国上海行政学院承办第四届中韩两国地方行政学院学术论坛,现将有关事项通知如下:
        一、论坛主题
        本次学术论坛的主题拟定为“公共行政改革与建设服务型政府”。论坛的学术交流将围绕以下主要议题展开:
        1、公共行政改革的国际经验与启示
        2、中国行政体制改革与政府职能转变的思路与对策
        3、建设服务型政府
        二、会议日期安排
        本次学术论坛拟定于今年9月15日~9月19日在上海行政学院海兴大厦举行。9月15日为代表报到,16日论坛开幕,正式会期一天半,17日下午起~19日安排参观、返程。
        三、参加人员
        本次学术论坛由协议四方,即韩国地方行政研究院领导及专家学者5人、中国北京行政学院领导及专家学者5人、中国吉林行政学院领导及专家学者5人、中国上海行政学院部分领导及专家学者参加。同时邀请中国国家行政学院有关领导、中国上海市有关领导及专家参加。此外,还有入选论文作者。
        四、论坛议程
        本次学术论坛的主要议程有:
        1、围绕论坛主题,确定各方代表在大会发表主旨演讲;
        2、进行分组学术交流、研讨;
        3、参观考察。
        五、论文选题范围与论文集编篡
        我们初步拟定了论文选题范围(附后)并将在会议开始前向与会者发放本次学术论坛的的论文集。因此,请贵院围绕选题范围组织有关人员撰写论文、研究报告或研讨发言提纲,在7月15日前将预定的论文题目用电子邮件提交上海行政学院公共管理教研部,并务必在8月15日前用电子邮件提交正式论文及500以内的中英文论文提要,并注明姓名、工作单位、职务职称和联系方式。

        六、与会费用
        参加本次学术论坛的人员除往返交通费用自理外,其他食宿费、会务费、参观考察费等由中国上海行政学院承担。
        七、会议报名及联络
        本次学术论坛协议四方以及中国国家行政学院在接到本通知后,请指定科研部门工作人员与承办本次论坛会务工作的中国上海行政学院科研处建立联系,充分利用网络渠道与承办方保持密切联系,并在8月15日前确认并告知本单位出席论坛的领导及专家学者名单。在此期间,中国上海行政学院科研处会将有关事宜及时与指定人员沟通,以保障本次学术论坛圆满举行。

    Dear sir or madam,
       On behalf of Shanghai Administration Institute(SAI), we have the honor and pleasure to invite experts from KRILA to participate in the Bilateral Conference of Four Parties on “The Administration Reform and the Construction of Service-oriented Government from a Comparative Perspective” in Shanghai, China from 15 to 19 September, 2008.
      The theme of the conference is to explore further the latest development on the field of Public Administration. Through this conference held every two years, we can enhance the academic communications between Chinese and Korean experts and scholars. Simultaneously, we can aslo promote the close friendship between SAI, BAC, JAI and KRILA.
        
        Call for Papers:
        The topics include but are not limited to the following:
        1.The international experiences and instructions of the public administration reform
        2.The current situation , model and trends of public administration reform in Korea  
        3.The main practice and the operating mechanism about the public service at Korea local government
        4.The idea about Chinese administration reform and the shift of government functions
        5.The big-ministry system and the governmental institution restructuring at Chinese local government  
        6.The methods and path of constructing service-oriented government
        7.The function system and structure of the service-oriented government
        8.The operating mechanism and the adjustment of working method of the service-oriented government
        9.The construction of the Performance Management system about the service-oriented government
        10. The development of the third sector and the establishment of the service-oriented government
        Submission:
        Abstracts Delivery: July 15 , 2008
        Deadline of Article Delivery: Aug 15, 2008
        All the participants shall send us the summery by July 15, 2008, including the topic, name and title; and completed articles shall be emailed to us by Aug 15, 2008. The formal invitation will be forwarded to you after we have accepted your summary.  
        The articles to the Conference shall be written in Chinese or English. The volume of an article is from 5 up to 12 pages (A4 format).

        Presentation:
        The working language of the conference is Chinese, Korean and Chinese-Korean simultaneous interpretation and multi-media are available; your presentation shall be limited to 20-30 minute.

        Registration: September 15, participants will be received at the airport.

       Tours: September 17(Afternoon)-19
       Expenditure:
       The meals, accommodation and local transportation of the participants during the conference are borne by SAI, while air tickets are borne by the participants.

    “《共产党宣言》及马克思主义的当代意义”

        1848年2月公开发表的《共产党宣言》是人类思想史上伟大的著作,是马克思主义学说第一次完整、系统、成熟的阐述,是科学社会主义第一个纲领性的文献。今年是《共产党宣言》发表160周年,为进一步深入研究《共产党宣言》的基本原理,进一步拓宽研究视野、构筑国际学术界同行间交流对话的高端平台,同时也为展示交流各国学者理论研究的新成果,上海行政学院决定举办“《共产党宣言》及马克思主义的当代意义”国际研讨会。
        这是一次多边国际学术研讨会,特邀一批国际国内研究《共产党宣言》和马克思主义研究的著名专家莅临,同时公开向从事这方面研究的学者征求一批有较高学术价值和思想价值的学术论文。
        请根据您在该领域研究的具体方向自行选题,研讨会参考选题建议如下:
       (1)《共产党宣言》的当代价值;
       (2)《共产党宣言》具有强大生命力的科学奥秘;
       (3)坚持《宣言》中的基本原理,发展中国特色社会主义;

        一、会议发言:
        会议工作语言为英语,提供中、英同声传译;每位专家发言时间为20-30分钟,会场备有PPT投影。
        二、会议时间:
        会议预定于2008年11月3—6日在上海举行。报到时间为11月2日(星期日),全天安排接机;会期为11月3日和4日两天,5日及6日在上海及周边地区安排参观考察活动,7日安排送机。
        三、费用:
        会议期间的食宿、交通以及考察费用由上海行政学院承担,国际旅费由与会代表自理。

         On behalf of Shanghai Administration Institute(SAI), we have the honor and pleasure to invite you to participate in the International Conference of “The Communist Manifesto and the Contemporary Value of Marxism” in Shanghai, China from 3 to 6 November, 2008.
        The themes of the conference are to celebrate the 160th anniversary of the publication of The Communist Manifesto, to explore the contemporary value of Marxism, to foster stronger academic relationships among scholars related to Marxism. The most famous scholars on Marxism will be present at the conference at home and abroad.
        
        Call for Papers:
        The topics include but are not limited to the following:
